Details of Arrest: On September 8, 2019 at approximately 8:10 a.m. a deputy observed a traffic violation. The deputy conducted a traffic stop on this vehicle. During the course of the stop the driver was arrested. The passenger of the vehicle Sean Reed was released. The Clay County Sheriffs Office K9 was deployed on the vehicle and alerted to an odor of narcotics in the vehicle. After a warrant was issued to search the vehicle, Marijuana was located inside of the vehicle where Reed had been sitting. An arrest warrant had been issued for Reed, and he was located on September 12, 2019 and placed under arrest.

ACCIDENT DETAILS: Brugman (18) was northbound on Ocheyedan St in Everly when a 11 year old child riding a bicycle entered the roadway from an alley. Brugman attempted to avoid the collision but the child struck Brugman’s vehicle. Only minor injuries were reported. No citations were issued.

Details of Arrest: A Clay County Deputy initiated a traffic stop for a traffic violation and upon investigation, it was found that the driver, Danielle Flannegan, had a suspended drivers license. Flannegan was placed under arrest and was transported to the Clay County Jail. Flannegan was charged with Driving Under Suspension, No Insurance and Failure to Carry Registration Card, all Simple Misdemeanors.

ACCIDENT DETAILS

ON AUGUST 30TH, 2019 APPROXIMATELY 10:23 PM, THE CLAY COUNTY SHERIFF’S OFFICE WAS CALLED TO 110TH AVE AND 440TH STREET FOR A CAR FIRE. RODGERS ADIVSED HE SMELLED SMOKE AND PULLED OVER. RODGERS ALSO NOTICED FLAMES COMING FROM UNDER THE DASH. RODGERS WAS ABLE TO EXIT THE VEHICLE SAFELY WITH NO INJURIES AND THE VEHICLE QUICKLY BECAME ENGULFED. THE VEHICLE WAS A TOTAL LOSS. THE CLAY COUNTY SHERIFF’S OFFICE WAS ASSISTED ON SCENE BY ROYAL FIRE AND RESCUE AND PETERSON FIRE.

ACCIDENT DETAILS

On August 25, 2019 at approximately 11:45 am, Rinken was traveling northbound through the intersection of 250th Avenue and 380th Street, and was struck by Bruns, who was traveling eastbound through the same intersection. Both drivers were observed medical personnel for minor injuries.

The Clay County Sheriff’s Office was assisted by Dickens Fire & Rescue, the Spencer Hospital Ambulance, and Bud’s Service.

Details of Arrest: The Clay County Sheriff stopped a driver of a vehicle who was not wearing his seat belt. During the stop it was determined the driver, Nayland Kilpatrick did not have a valid driver’s license. Further investigation revealed Kilpatrick was in possession of a controlled substance, believed to be marijuana. Kilpatrick was taken to the Clay County jail and held on a $1000 bond. The Clay County sheriff’s Office was assisted by the Spencer Police Department.

ACCIDENT DETAILS: 17yr old male stated he fell asleep while he was northbound on Hwy 71. The male entered the east ditch, hit a culver and went airborne. The vehicle came back to the ground and entered a corn field knocking down several rows of corn. The vehicle then left the field and eventually re-entered the roadway and left the scene. Law Enforcement made contact with the male at his residence in Milford.

Details of Arrest: On Tuesday August 13th a Clay County Deputy performed a traffic stop west of Fostoria on a 96 Ford Ranger being driven by Wesley Hanson (19) of Ocheydan, IA. Before bringing the vehicle to a stop, Hanson switched seats with his passenger, Ashlie Hackney (18) of Ocheydan in an attempt to deceive the deputy. Hanson and Hackney were placed under arrest and transported to the Clay County Jail. Hanson and Hackney were both charged with Harassment of a Public Official. Hanson was also charged with Speed and Driving While Suspended.

Details of Arrest: On August 6th, 2019 at approximately 1:00 a.m., the Clay County Sheriff's Office discovered that Jason Woodard violated a No Contact Protection Order while being held in jail. Woodard asked an individual not being held in the jail to make contact with the protected party. Woodard was charged with Violation of a Protection Order and is currently awaiting his initial appearance before a judge.

Arrest Charge: Failure to affix drug tax stamp, Operating while intoxicated - 1st Offense, Possession of a controled substance - Methamphetamine - 1st Offense, possession of a controlled substance - Marijuana - 1st Offense, possession of a controlled substance - Other Drug - 1st Offense, and possession of drug paraphernalia.

Details of Arrest: On August 6, 2019 at approximately 06:30 am, the Clay County Sheriff's Office was called to the intersection of 230th Avenue and 365th Street in reference to a male who was unconsious in his vehicle. Upon arrival, law enforcement and medical personel met with Bryan Flowers Jr., the driver of a 2017 Dodge Ram. Upon further investigation, it was determined Flowers was under the influence of narcotics. Flowers was placed under arrest for operating while intoxicated - 1st Offense, possession of a controlled substance - methamphetamine - 1st offense, possession of a controlled substance - marijuana - 1st offense, possession of a controled substance - other drug - 1st offense, failure to affix drug tax stamp, and possession of drug paraphernalia.

The Clay County Sheriff's Office was assisted by the Spencer Police Department, Spencer Hospital Amblance, and Bud's Service.

Details of Arrest: On August 11, 2019 at approximately 2:17 a.m. a deputy was in the alley behind Pour Judgement in Spencer on another call. While in the alley a vehicle came speeding through the alley the wrong way. As the deputy tried to approach the driver, the driver fled the scene. The deputy recognized the driver to be Lemarr Kelly. Kelly was apprehended a short time later at his residence. Kelly's License was Suspended, and was found to be driving his vehicle while intoxicated. The Sheriffs Office was assisted by the Spencer Police Department.

Details of Arrest: On August 10, 2019 at approximately 4:24 a.m. a deputy stopped Engelke for a speeding violation. During the stop it was discovered that Engelke's license was suspended. He was placed under arrest. During the stop it was discovered that Engelke possessed a device used for consuming a marijuana product. He was then transported to the jail. At the Clay County Jail, Engelke had concealed a Methamphetamine pipe and Methamphetamine on him. A Clay County jailer had discovered these items from Engelke.

Details of Arrest: On August 6, 2019 at approximately 06:30 am, the Clay County Sheriff's Office was called to the intersection of 230th Avenue and 365th Street in reference to a male who was unconsious in his vehicle. Upon arrival, law enforcement and medical personel met with Bryan Flowers Jr., the driver of a 2017 Dodge Ram. Upon further investigation, it was determined Flowers was under the influence of narcotics. Flowers was placed under arrest for operating while intoxicated - 1st Offense, possession of a controlled substance - methamphetamine - 1st offense, possession of a controlled substance - marijuana - 1st offense, possession of a controled substance - other drug - 1st offense, failure to affix drug tax stamp, and possession of drug paraphernalia.

Details of Arrest: A Clay County Deputy conducted a traffic stop on a 2005 Buick Lacrosse, driven by Faith Brotherson of Odebolt, IA. During the course of stop the deputy suspected Brotherson of being under the influence of alcohol. After further investigation it was determined that she was operating the vehicle while intoxicated and placed under arrest. Brotherson was transported to the Clay County Jail where she was charged with O.W.I. (2nd), an Aggravated Misdemeanor and was held to appear before the Magistrate.

ACCIDENT DETAILS

The Dodge Caravan was stopped, facing north in the 4100 mile of Hwy. 71 waiting to turn into a farm drive. The Monte Carlo was northbound approaching the Caravan from behind when it failed stop, rear-ending the Caravan.

Details of Arrest: A Clay County Deputy performed a traffic stop on Clayton Heinrichs of Fostoria, IA. It was discovered Heinrichs had three valid Clay County Warrants for his arrest. The warrants were for Violation of Probation, Contempt of Court, and Failing to Appear to Serve a Mandatory 7 day Mittimus. Heinrichs was placed under arrest and transported to the Clay County Jail. Heinrichs was also charged with No Insurance, Operating a Non-Registered Vehicle and Fraudulent Use of Registration.

The Clay County Sheriff's Office's K-9 Unit was called to assist which then led to a search warrant being granted for Heinrichs vehicle. Upon executing the search warrant, a crystalline substance believed to be methamphetamine and drug paraphernalia were located.

Heinrichs was charged with P.C.S.-Methamphetamine (2nd), an Aggravated Misdemeanor and Possession of Drug Paraphernalia, a Simple Misdemeanor. Heinrichs was held to appear before the Magistrate.

George was Northbound on Hwy 71 in the 4600MI. George was approaching 2 other vehicles from the rear and began to overtake both vehicles. The 2nd vehicle in line also began to overtake the 1st vehicle. George swerved off the roadway, collided with the bridge guard rail and came to rest on the bank of the creek.
